Gate-based verification

The 15-gate sequential system is the primary fraud prevention mechanism. No submission can receive a refund without passing all 15 automated checks. Every gate is fully automated with no human input during evaluation. Treasury solvency is checked separately by the payout worker after gate evaluation succeeds. No gate can be individually disabled by a user — admin overrides are exceptional and fully audited.
